Would I be able to have the sheets cut in 8 inch strips to make 6 boards at 8 “ x 96” boards?

Aside from the other sarcastic answer, yes, they will do that for you, but depending on the blade, you will lose between 1/16" to 1/8" per cut. So you'll either be shy a little on each board or have seven the size you want and the last will be between 7/16" to 7/8" shy of 12". You can ask them to use a fine tooth blade, they may have one, they may not, but it doesnt hurt to ask.

Can I install Taiga Building Products 3/8 x 4-ft x 8-ft Standard Spruce Plywood as underlayment for vinyl plank flooring in my basement? If yes, what is the best way to install it on the concrete basement floor?

Yup use a self leveling concrete and install over plastic or water membrane, Foam insulation and 2" x 4" sleepers.

They cut for free up to 3 cuts, then after that its 50cents a cut... although we've never been charged!

Rated 2 out of 5 by from Very thin I wouldn't use it for anything other than subflooring; if that. 6 out of 10 panels had cracks right though. Next time I will spend the extra to get a better grade.

Rated 4 out of 5 by from Shelf board I bought this a couple weeks back to build storage in the garage. It served as the floor to an 8 by 9 foot. It does the job very adequately, but be careful putting it in because as Spruce it is very soft wood. If you drill into it at too powerful a setting you will drill the screw right through it.
